NHPC extends helping hands to killed Assam cop’s children

ITANAGAR, May 15: In acknowledgement of the valiant efforts put in by former Sonitpur ASP Gulzar Hussain, who was killed in an ambush while bravely answering the call of duty, NHPC Ltd. paid humble homage to the slain Assam Police officer by extending financial support to his minor children Mehzabin, aged 4 years and Master Junaid, aged 4 months.

Responding to the request for financial support made by Roushanara Begum, wife of the late Hussain, Subansiri Lower HE Project took up the matter with their Corporate Office at Faridabad. The issue was deliberated by the Board in the 371st Board Meeting of the NHPC held on March 20, 2014 and approval was accorded for a sum of Rs.5 lakh each to the two minor children.

Subansiri Lower HE Project (SLP) implemented the NHPC Board’s approval through fixed deposit in SBI, Gerukamukh made on May 8 wherein the financial package of Rs.5 lakhs each shall mature on May 8, 2024 to the tune of Rs.11,59,452 in respect of Master Junaid and on May 8, 2028 to the tune of Rs.15,15,583 in respect of Mehzabin.

The Fixed Deposit receipts were handed over to Roushanara Begum by the representatives of SLP in presence of Sanjukta Parashar, SP Sonitpur district at Tezpur today.

Football tournament held at Chambang

ITANAGAR, May 15: Kurayar Anchal Segment and Garchi Sporting club emerged as winner and runner up respectively in Abu Teki Football Tournament 2014 being organized by Biki Youth Sports Club recently at Chambang in Kurung Kumey district. The winner walked away with cash prize of Rs 30,000 and runner-up team had to satisfy with Rs 20,000. Altogether seven teams participated in the tournament.

Security tightened for counting of votes today

ITANAGAR, May 15: Along with rest of the country, counting of votes for the simultaneous Assembly and Parliamentary elections in Arunachal Pradesh will be held tomorrow in 18 counting centres from 8 am.

Counting Observers appointed by Election Commission of India (ECI) have already reached their respective locations excepting for Anini, where helicopter could not fly today due to inclement weather.

Road communication to Anini has been snapped since May nine due to landslides atleast in 50 locations along Roing-Anini road. However, alternative arrangements have been made by ECI for engagement of observer in that centre, informed Nirvachan Bhawan source.

Security has been tightened in and around all the counting halls to ensure smooth and incident free counting, the sources said.

Regular updating of trends and result will be available on the ECI website (eci.nic.in) and the CEO website (ceoarunachal.nic.in). Public may also approach helpline number 1950 tor updating.

Meanwhile, re-polling at 15-Richik polling station under 20-Tali Assembly constituency was concluded peacefully with 57 percent voter turnout despite bad weather as reported by the Kurung Kumey DEO.

In Itanagar, the City Police has made foolproof security arrangement in and around the Capital Complex by deploying Police Pickets and Mobile Patrolling teams since May 13.

Prohibitory Orders under section 144 CrPC has been imposed in and around all vital installations across the twin city. All wine shops in the area have been sealed by the District Administration and Police effective from 5 pm today.

Checking has also been intensified at inter-state check gates at Banderdewa and Hollongi.

Capital Police undertook a Flag March from IG Park here and covered the entire route from Zero Point to Chandra Nagar as part of its area domination and confidence building measures.

During intensive checking in the last two days, City Police have seized 96 Daos, 12 Khukris, one .22 Rifle, a truck laden with sawn timber and a carcass of deer.

Cases have been registered against the accused persons under various relevant sections of the law.

During vehicle checking, the traffic police has imposed fine to 242 vehicles and Rs. 39,700 has been realized as fine. 11 motorcycles were impounded for violation of various sections of MV Act. Meanwhile, alleging booth capturing and disruption in election proceeding during the re-polling at 15 Richik polling station under 20 Tali Assembly constituency in Kurung Kumey, Tali-Pipsorang Peoples’ Forum today demanded for repoll at 15 Richik. The Forum alleged that miscreants did not allow NCP supporters to cross over Kumey River on May 14. They only allowed polling officials and INC supporters to cross the bridge over Kumey river, the Forum added. It is said that people have to cross Kumey River through single rope wire suspension bridge to reach Richik.

When contacted the CEO Arunachal Pradesh said that they sought actual report from Kurung Kumey DEO. The Nirvachan Bhawan did not receive any report in this regard from the DEO so far, the CEO added.

Local holiday in capital

ITANAGAR, May 15: In view of counting of votes for general election -2014, the day of counting (May 16) has been declared local holiday within the capital complex.

However, all officers and officials on election duty, essential services and financial institutions shall be exempted from this order, according to a circular issued by Deputy Commissioner, Itanagar Capital Complex.

The recommendation of the state government to go for Legislative Assembly polls simultaneously along with Parliamentary caught everyone by surprise. After reports of rebellion within the Congress party, the government was left with no option but to propose a smart face-saving measure in the form of the simultaneous elections. Imagine the discomfort and apparent embarrassment of those who were inducted in the Tuki ministry just days before the declaration of the elections!

But sometimes something is better than nothing and this was a prime example.

With the issuance of election notification, there was high political drama played out in full view of the public as prospective candidates vied for tickets from various political parties. It was not about ideology or political affiliation anymore. With very few exceptions, the Congress party is said to have allotted the seats to highest bidders, the non-Congress ones jumped from one party to another looking for tickets from established national parties. A rejection from one party was not a deterrent as party hopping continued till the last day of filling of nominations.

Eleven got lucky as they were elected unopposed. But the same thing cannot be said of the poor electors who not only was deprived a chance to vote but kept out from making some extra quick buck and festivities. If one believes the grapevine, crores of rupees and promises even more than that were exchanged and brokered. Yours truly wonders whether it was democracy or enforced democracy at work.

The Congress this time will not have to deal with problem of plenty as they are projected to get barely 35-odd seats and having to deal with two groups within the party as it is a divided house; the Congress and the opposition Congress!

The BJP on the other hand will have a good number but having issued tickets based on win-ability rather than known affiliation to the party, it has a tough job on hand as it will have to keep off the possible poachers.

On the other hand, the Election Commission of India did a commendable job of conducting peaceful elections in the country; it failed miserably in their efforts to control the flow of money and liquor in Arunachal. Though it was not flooding liquor like other years but nonetheless it still flowed a river. Do we say more about the crores of rupees spent even though the ECI has put a ceiling of Rs 20 lacs? We read everyday about the money seized. With flying squads everywhere, there were restriction on amount of money one could carry but there were innovative ways of transportation. Yours truly was informed about a candidate transporting money in a coffin while another put money inside a car tyre. The car tyre obviously was not as reliable as a coffin as it was caught. It must have hurt a lot to have big amount of money confiscated.

With no ethics and agendas in place, it would be foolish to hope for a drastic positive change in the State. Now as the fates are sealed in EVMs, we can only hope that at least a stable government is formed. But then if precedents are anything to go by, everything in the state will be decided by what happens at the Centre, by money and by the fence-sitters. Till then we can only wait and watch to see whether the flower is going to bloom or its going to be a high five.

IMC to seek one-time fund on sanitation

ITANAGAR, May 15: An emergency meeting of Empowered Standing Committee of Itanagar Municipal Council, Naharlagun was held today under the chairmanship of Chief Councillor Higio Aruni to discuss various issues relating to sanitation, parking lots, trading license, meat shops etc. under IMC.

It was decided in the meeting to get repaired all handed over off-road vehicles of IMC from UD Department as garbage is piling up due to non-availability of vehicles. The meeting also resolved to approach the Chief Secretary for providing one-time fund to maintain the vehicles and pay wages to the contingency labourers of sanitation handed over by the UD from April one, 2014.

Taking serious note of roadside meat shops that are being run unhygienic all along the main road from Banderdewa to Chimpu and in some sector roads, the meeting asked owners of those meat shops to submit their trade license in the office of the IMC, Naharlagun within 30 days for examination and cancellation, if necessary.

The meeting also formed a committee to examine the pros and cons of every subject and submit reports within a month for further course of action.

Regarding rag-pickers, the committee will examine for issue license with timing of collection from various locations.

Advertisement and hoarding rates, fixation of taxation rate on entry of animals and birds to IMC jurisdiction, existence of APMC and its activities in municipal council jurisdiction were also came up for discussion.

Deputy Chief Councillor, Kipa Babu, Empowered Standing Committee Members Taba Yall Nabam, Tarh Nachung, Tadik Tagru and Gangte Togung took part in meeting. CMEO, IMC Bokar Basar and Municipal Secretary Likha Suraj appraised the status of the subjects before the meeting.

Miscreants loot cash from Pharmacy

DAPORIJO, May 15: Four unidentified miscreants looted Rs.40,000 at gun-point from a pharmacy here on the night of May 12.

The miscreants, including a girl, armed with lethal weapons and firearm forcefully entered the pharmacy located within the premises of the district hospital at around 11.30 pm and looted the amount at gun point from the staff of the pharmacy.

Daporijo Police after receiving an FIR registered a case the next day against the miscreants under section 457/397 IPC, R/w sec.3 of PDPP Act.

The doctors’ community and other health officials/staff of Upper Subansiri district have vehemently condemned the act of looting and demanded the law enforcing authority to bring all the culprits to book immediately and punished them as per law.

The pharmacy is run by Dapo Large Size Multipurpose Cooperative Society Ltd. (DLSMCSL)

DLSMCSL Managing Director Largi Rigia appealed to police department to take special interest to nab the miscreants as the pharmacy, which remains open for 24-hour, was serving the emergency patients with dedication by providing medicines during night hours.

Medical Superintendent of the District Hospital Dr. P Kadu said that there is always feeling of insecurity among doctors and other staff working in the hospital, especially during night hours, from drunken persons. They (drunken men) often enter into the hospital without any hesitation and disturbed the doctors and other staff during their duty hours. Moreover, some drugs and alcohol addicted adolescents very often wander around the medical premises during night hours creating nuisance and panic like situation in the area, he said and urged the authority to provide security in hospital premises especially at emergency duty room permanently.

Buddha Purnima celebrated at Namsai, West Kameng

ITANAGAR, May 15 : The thrice blessed day festival of the Buddhists was celebrated in Pariyati Sasana Buddha Vihara Namsai with much enthusiasm and devotion. The day marks the birth, attainment of enlightenment and Nirvana of Lord Buddha all over the country.

Villagers and people from different communities took part actively in the religious procession with statue of Lord Buddha in a decorated vehicle that passed through the main thoroughfare of the Namsai township.

Delivering his discourse, Director, Mahabodhi College of Namsai, Ven.Pingyaloka asked all the devotees, especially the young generation, to follow the teachings of Lord Buddha of non-violence and peace.

Former Director of All India Radio, Tezu, Miaong Monlai, a Pali graduate advised that the inmates and disciples staying in the temple should imbibe in themselves a good ethical personality and it is necessary to teach them religious lessons regularly to help them become a good human being as well as a decent follower of religious teachings of Buddhism in the future. Ven. Mahathero Akadhamma, head monk of Namsai, Ex-minister Chouna Mein and President DCCI Chow Zingnu Namchoom also spoke on the occasion.

Other highlights of the day-long celebration were hoisting of World Buddhist Flag in the temple besides discourse, community feast for devotees and cultural programme by children and Chau Swinwai Longkan, a renowned singer of the community.

BOMDILA: The Buddhist community celebrated the Buddha Purnima with religious fervour at their respective Gompas all over the district in West Kameng the day before.

Amidst lightning of butter lamps, burning of local incense sticks, offerings and prostrations etc, the Gontse Gaden Rabgyeling monastery, Upper Gompa Bomdila, echoed with the chants of Om Mane Padme Hum by the devotees numbering in thousands.

At Dirang, the Buddha Purnima was celebrated at Kalchakra ground. Thousands of devotees and enthusiasts; young and old, thronged the ground and offered prayers to Lord Buddha seeking blessings for peace, harmony and well-being of all sentient beings.

His Eminence Guru Rinpoche, Abbot Tawang Monastery initiated the prayer at Kalchakra ground. Speaking words of wisdom Guru Rinpoche opined that Buddha too was an ordinary individual like others. But due to the power of his awakened mind and his deep concern for others, he never allowed himself to be carried away by disturbing deeds and emotions. He performed and propagated the middle or the Eight fold path of Right view, Right aim, Right speech, Right action, Right livelihood, Right effort, Right mindfulness and Right meditation. His difficult practice of a bodhisattva finally led him to a fully awakened state of a Buddha – the state completely free of faults and possession of all virtues. That’s the reason we regard him as the ultimate refuge, he said. Later, he also initiated Tse-wang (blessing ceremony) for the devotees.

The day also coincided with the anniversary celebration of Kalchakra puja which was initiated way back on 14th May 1983 at Dirang by His Holiness the Dalai Lama; the Ocean of Wisdom for welfare of all the sentient beings. DIPRO

Violence should be avoided

After anxious wait, tomorrow the results for assembly and parliament election will be out. In the 60 member Arunachal legislative assembly, 11 Congress candidates have already been declared winner unopposed. For the remaining 49 seats, fight was fierce among candidates of BJP, PPA and NCP along with few independent. The ruling Congress which consider Arunachal as their bastion faced stiff battle this time. According to the sources, many party veterans are on the verge of losing election this time.

For the first time in the history of Arunachal election, opposition parties are expected to do well and win considerable number of seats. If this report is true, it will augur well for the democracy. Due to the absence of strong opposition, ruling government is accused of misdoing without fear of being exposed. Also this election witnessed violent clashes between supporters of various political parties across the state. The chances of post result violence cannot be ruled out tomorrow. The candidates along with their supporters have to understand that in election there cannot be two winners and one of the candidates has to accept defeat. Indulging in violence will not only harm their reputation but also divide society and cause immense trouble to the ordinary citizens. Hope better sense prevails tomorrow and we will celebrate spirit of true democracy.

It is duty of citizen to keep Ziro clean

Dear Editor,

Through the column of your esteemed daily I would like to spread awareness regarding the need to keep 'Ziro' town clean.

On December 12, 2013 Ziro was shortlisted for inclusion in the Tentative List for further nomination to UNESCO for inscription in the World Heritage Site. But the question is, does it deserve to be a World Heritage Site?' In Ziro you will see lush green fields, beautiful weather, impenetrable forests with vast and different varieties of flora and fauna, angelic scenic beauty and warm and lovely people. On the other side, town lack proper roads, which becomes worse in monsoon season. The people are reckless and ignorant about the traffic decorum. They park their cars wherever they find an empty space. The garbage’s are disposed on the roadsides these days. People throw garbage wherever possible and no proper course of action has been taken towards cleanliness of the town. The street lights are not maintained properly, once it is set up, it is left without maintenance. The condition of Ziro has gone from bad to worst.

Is it that the people are ignorant about the need for cleanliness or they are waiting for government to take some measures to keep it clean? Yet, no progress is visible.

Awareness should be spread among the people since increase in tourism in the district has been apparent. The Hapoli town is the hub for all transportation and communication services yet the sight of it is filthy.

So, there is an immediate need to keep the town clean and people of the town should be conscious about it. It is our home and it is our absolute duty to keep it clean and hygienic.
